In this whimsical adaptation of the beloved children's tale written in 1954 by Dr. Seuss, Horton (Hans Conried), an elephant from the jungle of zool, stumbles across a speck of dust that seems to be talking to him. After closer examination, he comes to the realization that it is not a speck of dust at all, but a tiny village of people called Who's that only he can hear. Horton then takes them under his wing and vows to keep them safe from harm. He does this at the expense of being labeled crazy by the other animals in the jungle, for they cannot hear what Horton hears and thus resolve to do what is in his best interest and lock him up for his own good. This leaves the Who's to face the task of coming up with a plan in order to make themselves heard to prevent tragedy from befalling them and to prove once and for all, that Horton really does hear a Who.
